The rate of Black children in foster care remains high
Despite the rate of Black children in foster care dropping significantly in the last decade, Black kids remain overrepresented in California's child welfare system.
A line graph displays the rates of children in foster care by year and ethnicity. In 2015, the rate of Black children in foster care was 11.5; at the end of 2024 it was 7.5. Compare that to white children, whose rate was 3.1 in 2015; in 2024, that rate was 1.8. Black and Native American children have the highest rates of children in foster care, despite their rates rate dropping significantly since 2015.
