Would it be reasonable for a country to refuse to return loaned artefacts previously stolen from them?

If historical artefacts previously taken by Britain were loaned back to their country of origin and that country then refused to return them to Britain when the loan period ended, do you think that would be a reasonable or unreasonable thing for the country of origin to do? (%)
