Clackamas, Douglas, Linn, Malheur, Marion, Morrow, Tillamook, Baker, Gilliam, Grant, Harney, Sherman, & Wheeler counties are omitted due to missing data. Historical Average = the respective month's eviction filing count รท the respective month's 2019 filing count. The historical average result is then subtracted by one and multiplied by 100 to obtain a positive or negative percentile.
