NYPD has been detaining more people and giving fewer tickets for small thefts

In 2021, NYPD gave 55% of people accused of petit larceny a desk appearance ticket and ordered them to appear in court at a later date. But so far this year, 75% of people have been held in custody until they see a judge. These figures do not include attempts by district attorneys to divert or decline to prosecute.
