But it's hard to tell trends - the way of counting 'out-of-work benefits' is not consistent over time.

'Out-of-work benefit' is defined following the official DWP statistics - it includes incapacity benefits (ESA/IB), JSA, Pension Credit, and UC (Out of work or No work requirements), excluding Carer's Allowance. 
'Other benefits' include Carer's Allowance, Universal Credit (working group), Housing Benefit, and Industrial Injuries Disablement Benefit. 
Figures refer to consistent age range of men aged 16-64 and women aged 16-60.
