If passed, Amendment 76 would alter a state constitutional provision concerning voter eligibility. Article VII, Section 1 of the Colorado Constitution currently reads, in part: “Every citizen … shall be qualified to vote.” Amendment 76 seeks to amend it to read: “Only a citizen … shall be qualified to vote.”
