The graph shows an increase in the number of recipients in England and Wales receiving Winter Fuel Payments since the winter of 2020 to 2021, before sharply dropping from an estimated 10.8 million to 1.5 million for the winter of 2024 to 2025 following changes made by the Labour government to restrict eligibility in August 2024.
