*The total average income taxes paid per tax return for 2024 is calculated by dividing Commission on Government Forecasting and Accountability's 2025 estimate income tax revenue by the number of 2023 taxpayers, adjusted for population growth. Individual spending categories are applied as percentages of the total and multiplied by the average income tax.
