Cutting the Mass Transit Account won't fix the Highway Trust Fund

USDOT is proposing to eliminate the Mass Transit Account of the Highway Trust Fund (HTF) and eliminate states' ability to transfer federal highway dollars to transit. Assuming that: 1) Highway spending holds steady at IIJA levels, 2) the Highway Account receives a $9.3B infusion of Mass Transit Account funds and transit flexes cease, HTF's inevitable insolvency would only be delayed by a year.
