For FY 2020-21, the revenue shortfall for States is expected to be ₹3Lcr ($40.9bn). Of this, only ₹65,000cr ($8.9bn) is estimated to be covered by GST collection. The remaining ₹2.35Lcr ($32bn) would have to be borrowed - and this has sparked a rift between the Centre and States.
