Net Migration

International migration has been consistently net positive for population growth. It slowed during the pandemic, but it is starting to rebound. Domestic migration was a net negative before 2020 but has contributed to growth in recent years. Both types of migration need to increase significantly for Vermont to reach the 2035 population goal.
