Service requests can be defined as an exchange of information between a family and a 2-1-1 provider and are only done over the phone.

A phone call gets entered as a referral for Childcare when the discussion topic includes anything around childcare such as the type of childcare options available, quality indicators, etc. OEC is responsible for handling childcare requests and referrals for 2-1-1.
