Financial Aid on the Rise

State public financial aid as a share of higher-education appropriations has steadily increased over all, despite cuts in state funding in the wake of economic recessions.

Note: Calculations don't include data from the District of Columbia. Education appropriations are state and local support available for operating expenses and student financial aid (including federal stimulus funding), but not funding for research, hospitals, and medical education.
