Note: The sectors shown in the figure broadly represent core official development assistance (ODA). At the time of writing, the OECD had not yet published sectoral breakdowns of ODA for 2025. Thus, data for 2025 by sector is estimated based on the reduction (of 22 per cent) in core ODA (ODA less bilateral aid to Ukraine and IDRC) as provided by the OECD in its latest 2026 data release.
