"Individuals Certifying for Benefits" refers to the number of people that certify for UI benefits in a given week - note that certification occurs bi-weekly, which is why the people potentially eligible for benefits is approximately twice as high as the number certifying. There is a normal processing lag between the week of unemployment and the week of certification.
