Shrinking schools were protected

Even where pupil numbers fell by more than 25%, SET allocations fell by just 7.4%. Schools with smaller enrolment declines actually gained SET hours.

Based on 1,549 schools whose enrolment fell by more than 5% between 2017 and 2025/26. SET change compares 2017 with 2026/27. Figures are calculated from combined totals within each group.
