Note: Because a $100,000 fee already applied to H-1B applications filed from abroad in FY2027, we assume the behavior of applicants who paid that fee remains unchanged. The proposed fee therefore only affects the allocation of H-1B applicants filing from within the U.S., who were unaffected by the earlier fee. Expected visa demand is projected by applying the Borjas visa demand model to different lottery and wage-level schemes, assuming FY2027 levels of within-U.S. demand.
