How are IIJA funds being spent differently each year, so far?

Early spending patterns demonstrate the premium placed on road expansion over repair priorities. Much of the funding from Federal Transit Administration and emissions reducing Federal Highway programs are still available to be designated to projects, but have not yet been. While this means that more funds will go to emissions reducing projects in the future as project plans progress, emissions increasing projects were ready to receive money faster than other project types.
