A Big Gap in Who Gets Merit Aid

For decades, a number of Southern states have distributed almost all of their financial aid through popular merit scholarships, which base awards on academic measures like grades and test scores. But large gaps remain in who benefits, especially by race. Black students have been particularly underrepresented.
