European Union (Austria,Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germant, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Polnad, Portugal, Romania, Slovakia, Slovenia, Spain, and Sweden)In 2014, the European Union (representing 28 member states) passed a new Tobacco Products Directive that includes:

• A ban on characterizing flavors (other than menthol) in cigarettes and RYO tobacco as of May 20, 2016
• A ban on flavor capsules in tobacco products as of May 20, 2016
• A ban on menthol cigarettes and roll-your-own (RYO) tobacco as of May 20, 2020
Exempts products other than cigarettes and RYO tobacco
AlbaniaThe law bans the placement on the market of all tobacco products with any characterizing flavor.
Antigua & BarbudaThe 2018 Tobacco Control Act prohibits tobacco products from having a characterizing flavor or is represented or is packaged or labelled as having a characterizing flavor or being flavored.
Bermuda Exempts menthol
BrazilAlmost all tobacco product additives. See link for specific information.   Ban upheld in two different challenges reaching the Supreme Court (in 2/19 and 2/21)
