Just 52% of the 3,048 new public school teachers hired for the 2020-21 school year had completed a traditional or non-traditional teacher-education preparation program while 48%, or 1,461, of new teachers were long-term substitutes or received waivers of license requirements to fill vacancies. The shrinking number of education-program completers has caused leaders to roll out the Teacher Residency Program to ease access to teacher-education programs.
