These Indiana school districts lost students in 2023-2024

This map shows how school choice creates a school district’s net enrollment loss — including transfers into and out of a district — as a percentage of all students residing within that district's boundaries. School districts are not required to accept out of district students for enrollment and some districts do not allow it.

Indiana classifies public choice as a student attending a school district that is outside the boundaries of the district they live in, a charter school, or other reasons. Other transfers include things like student placements by courts, child welfare agencies, or other administrative transfers. Only 1,770 students total were in this category in 2023-2024.
