Summary of Proposed or Approved State HRSN Supports for Pregnant/Postpartum Individuals or Young Children

1 All states except Delaware, California, and Colorado (all of which have pending proposals) include case management services related to HRSN supports offered through the state’s demonstrations. Hawaii currently uses section 1115 authority to provide its HRSN-related case management services, but plans to transition those services to other Medicaid authorities. Utah provides Targeted Case Management services to individuals with Serious Mental Illness through state plan authority.
2 CMS has not explicitly identified diapers as a “health-related social needs service or support.”. For the purposes of our analysis, however, we are including diapers as a HRSN benefit due to the research showing the effects of diaper need on parental mental health and ability to meet responsibilities (e.g., work, school, etc.).
