At the inaugural COP, held in 1995 in Berlin, the UK and Germany pressed the United States to do more to recognize climate change and agree on emissions targets for the new millennium. The spotlight on the COP has grown massively since then, while participants continue to debate the environmental and economic consequences of the energy transition.
