In Virginia, Extended Benefits Triggered Off 8 Weeks Earlier Than it would have if the IUR Measure Included Claimants on Extension Programs.

"IUR" = "Insured Unemployment Rate". This is the share of covered employment which is claiming unemployment insurance benefits. Importantly, it only includes regular UI claimants, not claimants on PEUC, EB, or PUA programs. The orange area corresponds to the claimants who are not included in the official IUR measure because they have transitioned to extension programs (PEUC or EB).
