Civilian casualty events attributed to Russia and the Assad government in Syria reached record levels during March 2018 as fighting waged in Eastern Ghouta – and casualty events even exceeded those tracked in November 2016 during the siege of Aleppo. After a deal was struck with the regime for both rebels and civilians to flee eastern Ghouta in April 2018, events plummeted – reaching an all time low in May 2018.
