VoteHub's index divides a district's chance of a tie by its expected ballots, so per-ballot influence rises as fewer votes are cast. Turnout is the citizen voting-age population-weighted average turnout of the district each group lives in using 2024 two-party presidential votes. VoteHub's index uses modelled expected 2026 turnout.
