The introduction of youth care centers has more than doubled the Cuyahoga County Juvenile Court’s placement of children in private facilities. This new alternative was devised to rehabilitate children who commit low-level offenses while unburdening the overpopulated detention center, where the average daily population nonetheless continued to rise each year.
