Of the 33 new candidate countries, 14 passed MCC's scorecard in FY2025

Note: Existing candidate countries are not grouped by their scorecard status. The 14 newly eligible countries to pass the scorecard are Albania, Armenia, Belize, Botswana, Colombia, Fiji, Georgia, Jamaica, Moldova, North Macedonia, Namibia, Tonga, Kosovo, and South Africa. Georgia has already developed two compacts with MCC. Albania was selected by MCC's Board of Directors to develop a compact in January 2025. Belize, Indonesia, Kosovo, and Mongolia currently have MCC compacts ongoing, but became upper-middle-income countries since those compacts went into development, and thus lost eligibility to develop additional compacts. With the passage of the MCC Candidate Country Reform Act, those four countries have regained eligibility but will need to wait until their ongoing compacts finish before being eligible to develop a new compact.
