The entities drawing new congressional maps will be different in a number of states this year. Some states, like Michigan and Colorado, have new redistricting commissions. Many others had courts strike down old maps (Florida, for example) or step in to broker compromises (like in Nevada) a decade ago, but legislatures will get to draw new maps this year. When a new entity steps in to draw House seats, that can create greater change.
