What happens to Title VI civil-rights complaints at EPA?

Since 2014, roughly 150 complaints to EPA have alleged civil-rights violations under Title VI of the Civil Rights Act of 1964, which bans discrimination by federal funding recipients related to race, color or national origin. Most of the 111 that are no longer pending were rejected at the initial step, often because EPA didn't fund the agency or other entity that was the target of the complaint.

The agreement category includes various types: informal resolutions, alternative dispute resolutions and voluntary compliance. The "other closed complaints" category includes those incorporated into another complaint, withdrawn or closed before a resolution agreement negotiation could be concluded. Complaints are counted as originally filed with EPA, even if EPA later merged them into other cases or split them up.
