How many English Learners (EL) for every ESL teacher?

The ratio of EL students to ESL teachers has been improving (getting smaller) since 2014, when there were only 23 ESL teachers for 2,386 EL students (more than 103 students for each ESL teacher). This year there is one teacher for 31 students.
