Under-utilized campuses expected to increase in next 5 years

According to HISD's projected enrollment numbers for the 2028-29 school year, the amount of under-utilized campuses is expected to increase by 38% compared to 2023-24 as enrollments continue to drop across the district. Though decreases in the number of over-utilized campuses will help offset some of this change, the amount of ideally-utilized HISD campuses is still expected to drop by 13% in the next five years.




HISD uses the following thresholds to categorize campus utlization:
1) Under-utlized: Campuses with enrollment rates below 60% of permanent campus capacity.
2) Ideally-utilized: Campuses with enrollment rates between 60% and 100% of permanent campus capacity
3) Over-utilized: Campuses with enrollment rates above 100% of permanent campus capacity.
