Source: Institute for Government analysis of successive HM Treasury spending reviews, 1998–2025 Notes: Departments ranked based on average annual increase in total departmental expenditure limits between the last year of the spending review and the base year. For spending review 2024, we take 2023/24 as the base year. For spending review 2025, we take 2025/26 as the base year.
