A new pocket park for Elfreth's Alley

Plans call for an existing vacant lot at N. Second Street and Elfreth’s Alley to be reborn as Dolly Ottey Park, honoring the woman who first championed preservation of the narrow cobblestone passage starting in the 1930s.
