Both of V-Dem's measures are scored on a 0 to 4 scale with lower values denoting (1) greater government censorship of the media and (2) greater harassment of journalists. V-Dem allows coders to update historical assessments, so these numbers may be slightly different from CNTI's 2024 WPFD post.
