New Jersey added 3.6 cases of COVID-19 per 10,000 residents from September 16-23, a rise of 12% from the prior week. That remains lower than the national rate of 9.1 new cases per 10,000 residents, but state officials said they were concerned by the disease's spread in Ocean, Gloucester and Monmouth counties.
