Kentucky used to have the cheapest electricity. But it's lost ground to other states since. The below graph compares — from 2001 to 2023 — the rise in the average electricity cost (in cents per kilowatt-hour across all ratepayers) between Kentucky and the 10 most inexpensive states for electricity as of 2023.
