A study looking into new redevelopment and investment opportunities around Penn Medicine Park in downtown Lancaster is underway, with a draft report expected by the end of the year. Led by the City of Lancaster Revitalization and Improvement Zone Authority, the study will focus on a section of the zone bounded by Harrisburg Avenue, North Prince Street and West Liberty Street. The authority invests in capital projects inside the zone, which also includes most of downtown Lancaster and a few parcels in southeast and southwest sections of the city. Its revenue comes from state and local taxes paid by businesses in the zone and has been used to fund projects at the stadium, Ewell Plaza and downtown hotels. Some stadium district properties, like City Center YMCA and Lancaster Leaf Tobacco, are not in the zone because they did not require revitalization funds when it was created in 2014, according to the authority.
