California's incarcerated population drops due to covid-19

After decades of rising incarceration levels, California's prisons had twice as many people as the buildings were designed to hold. A 2009 federal court order, upheld in 2011, required the state to cut its prison population by roughly 40,000. A 2014 ballot measure decreased some jail populations. COVID-19 , however, has prompted the most significant jail depopulation in modern history.
