Criminal charges lag far behind reports to state’s hotline

Hate crime reports to the state’s Bias Response Hotline have soared in the past 3 years. But bias crime charges have failed to keep pace, even with a one-year surge in 2021. In 2022, charges filed represented just a small fraction of the actual number victims say occurred.

The numbers in the "Charges filed" column show the number of criminal incidents charged. There may be more than one defendant charged per incident.
