How much JXN Water has billed for vs. how much it's collected in water revenue

Ted Henifin explained that the water system costs about $9 million a month to operate. He estimates that if everyone who uses Jackson's water was paying, the city would see $10 million a month in revenue. In June, the city sent out about $9 million in bills, but only collected a little over $5 million of that.
