The change in non-taxable revenue is particularly visible at the Hilton Atlanta Airport hotel in Hapeville. In December, it made more than half of its revenue — 57 percent — from non-taxable stays of longer than 30 days. In January 2018, only 11 percent of the hotel's revenue was non-taxable.
