Gov. Phil Murphy on Friday announced that mail ballots will be automatically mailed to all active voters in New Jersey. Three other states and Washington, D.C., will also begin mailing ballots to voters, and five states have existing all-mail voting sytems. Pennsylvania is among 24 states where voters need to request a mail ballot. Voters in eight states require an excuse to file an absentee ballot.
