Pedestrian fatalities account for 15% or more of all traffic fatalities in all but three cities included in the Benchmarking project. The 15% threshold is used in several federal transportation policies and for cities, it impacts whether the Highway Safety Improvement Program must be used for biking and walking safety based on the rate for the city's Metropolitan Planning Organization.
