Proposition 117 seeks to require voter approval for large government “enterprises” established by state lawmakers. They differ from other government programs in that they are required to be funded mostly through fees, like tuition or fishing licenses, rather than general state tax revenue — and therefore aren’t subject to revenue limits under the state's Taxpayer's Bill of Rights.
