Addressing many of these barriers will require high levels of cross-sectoral and international coordination. A patchwork of initiatives has begun taking place in each sector. Coordinating policy and advocacy across diverse governments is one of the most challenging gaps. Coordination can also help with other barriers that impact all sectors, such as developing standards, first-mover demand, and infrastructure coordination.
