They show how much rain could fall in one hour during a 1-in-100 year storm event. The new frequencies describe how much more or less often the NOAA 100 year storm could happen based on the First Street Foundation's mean estimates. For example, in Floyd County, Ind., 2.9 inches of rain could fall in an hour as often as every 7 years.
