Which states are seeing a 14-day decline in hospitalizations?

How to read (example): Applying White House task force guidelines to hospitalizations, North Dakota would NOT be eligible to consider reopening, as its hospitalized patients per 100K population increased over the past 14 days from 4 to 5, whereas Massachusetts WOULD be eligible, as its hospitalized patients per 100K population declined from 55 to 54.  Policy question: Of those two states, does it seem actually safer to open Massachusetts, in which Covid-19 hospitalized patients per 100K residents are eleven times higher than in North Dakota?

Mouse over the bars to see values. The 33 states shown above are those which have been releasing daily hospitalization numbers throughout the 14-day period. "Hospitalizations" means the number of hospitalized Covid-19 patients on the day in question.  Note that New York State's downstate hospitals became severely overloaded when statewide hospitalizations approached 100 per 100K population (i.e., 0.1% of the state's population).
