The "non-citizen/foreign-born use" rate counts only households where the non-citizen/foreign-born member is plausibly the recipient; the "any use" rate counts all recipient households regardless of who
benefits.

Note: "Any use" counts all households that receive the program; in a mixed-citizenship household, a citizen child or citizen spouse may be the one receiving benefits, but the household still counts. "Non-citizen/foreign-born use" applies program-specific eligibility rules to identify households where the non-citizen/foreign-born member is plausibly the recipient. For SNAP and housing vouchers, this excludes households containing a likely unauthorized member. For TANF, it requires that an eligible non-citizen/immigrant is in the assistance unit. For EITC, there is no difference between "any use" and "non-citizen/foreign-born use," because all unit members must be eligible for anyone to participate.
